I got one of these notices. They probably went out to all Adsense accounts, which everyone who has a YouTube channel needs to have. I had the same thought. They are getting ready for something big and they are going to shut down anybody who won't go along with the new narrative. Pretty much what they have been doing all along, but now on steroids!

You know, there is a HUGE risk of shutting down the internet. HUGE.
it may very well break the programming. People will stop staring at their phones/ computers and interact. And... they might get mad. What's going to happen when a bunch of people who break out of the groupthink suddenly start working together and get angry? Probably not something the Political Psychopaths want.
