You misunderstood the nature of "law". Most aspects of law in USA, UK, Chanada, Australia nd NZ are judge-made - the so-called "common law". In USA, an opinion of the SCOTUS is law, unless it can be overturned by Congress. However, its opinions on Constitutional matters CANNOT be over ridden by Congress; only by an amendment to the Constitution.

R v W is not a law bc it is outside the limits of Constitution and as such the opinion is not Constitutionally binding, irrespective of what SCOTUS or the "law" is considered.
