The law of small numbers clearly applies when you have a category with 1 instance (ie, 1 Covid-related death in the 3rd dose category). That's like saying I'm going to roll a six-sided die one time, and then say that 100% of the time I can roll a 5.
I notice that you didn't mention the 0 total deaths in the "2nd dose, less than 21 days" category; doesn't your logic mean that this is the absolute safest category to be in?
