By flooding the country with illegal humans, perhaps it helps offset the appearance of a lot of suddenly dead Americans. Don't doubt for a hot moment that those 'new' bodies won't be coerced into getting the depop shot. If the goal is to get as many people dead as per their agenda, corralling them into as few countries as possible makes sense. "To serve man" is indeed "a cookbook." :\
