I think there is evidence of a fairly long running plan for depopulation - at least as far as Kissinger's infamous report written in the mid-70s and declassified in the 80s and of course the equally infamous "Limits to Growth" from the club of Rome.
Kissinger explicitly refers to implementing "measures to reduce fertility" for example - and - as if by magic - exactly at that time fertility rates which had been rising in every country in the world invert and beginning heading downward.
And the UN has plenty of stuff on its web-site regarding population planning - they have a plan for every country in the world including planned rates of immigration from the third world to Western countries to replace the declining native populations.
Less "official" of course you have the handful of people who are on record (Alex Jones, the woman on Jesse Ventura's show from fifteen years or so ago, and more recently Claudia from cabintalk back in fall 2019) predicting the use of mass vaccines as a response to a fake pandemic to achieve this goal based on claims of insider knowledge of some sort. The sort of thing you would write off as nonsense except that they turned out to be correct in a great many details.
