VAERS is a clunky time consuming system and doctors don't like to file the reports. also, some doctors don't want to be seen as "anti-vaxx" and don't file them for that reason. lay people often can't file them because you have to know the batch number of the vaccine anda lot of other details. it's deliberately obtuse. the CDC has been complaining about it for years when it suits them, but when a better system was developed, they didn't adopt it- mainly because it was much better at capturing injuries and would have showed clearly just how damaging all these vaccine really are
