Yes, he was installed and then pumped up with crazy ideas about conquering Russia - thanks to the US meddling. He had been put on a pedestal by the former administration and all of its sycophants in the EU. He's been given the "star" treatment for years, rubbing elbows with the leaders of the world, given standing ovations, and wealth beyond his imagination.
